New Owner Information

 

Overview:

Welcome To Tres Valles West!

As a new owner at TVW, you have undoubtably been given many documents to review. Few if any of you will read each one cover to cover and that is understandable. But it is important that you know about how our community operates. With that said, we hopefully have made the process a bit easier for all of you. We have compiled a list of the Top 20 things you should know as a new owner. We have not gone into great detail with them but enough to give you a flavor of the important points. In several cases links are provided where you can review more detailed information on that particular subject. If anything is unclear or you would like more details on any of the topics you can always reach out to the TVW Board () or the appropriate committee chairperson.

Top 21 things all new owners should know:

  1. Website User Account

The TVW website (www.TresVallesWest.org) is a public website. However, to gain access to any sensitive or confidential information you must request a user account. This account will give you access to the POA financial information as well as Board Meeting minutes. To acquire an account, send an email to TVWWebMaster@gmail.com with your name, Lot # and email address you want associated to your account.

  1. Grazing Lease Letter

TVW leases our property each year for cattle grazing which allows us to maintain an agricultural status for property tax purposes. The county requires that each owner submit a letter of consent to the Accessor Office. A copy of this letter can be found on the website which can be downloaded for your use. Additional details are provided on the site. Please note that access to this letter requires a user account. (See also Item #18)

  1. Email Consent

State law requires that owner associations must provide access to an owners list. We make this list available to owners via the website (user account required). All owners have an option to provide their email address and/or phone number. This information is not required by law, but many people want this information provided.  Please contact Stacey Byrd at Century Financial for more information. ()

  1. Internet Service

Wireless broadband internet service is available at TVW. There are two options available to the owners: SECOM and Huerfanotel. Additional information can be found on the website. Since connection requires line-of-sight to the tower, certain lots may only have one option.

  1. Water Service

Water service is available to all Lots through an onsite filtration system that is owned by the Tres Valles West Owners Association. Contact Stacey Byrd at Century Financial (stacey@centurysolutions.org) to request service and/or the current monthly water availability fee. Additional details can be found on the Water System Advisory Committee webpage. 

  1. Mailbox

Mailboxes are available for those owners that need them. There is also an unlocked parcel box for large packages next to the mailboxes at the front gate. Please contact Stacey Byrd at Century Financial for more information. ()

  1. Front Gate Access

Remote controls for the front gate are available for a small fee. Contact Stacey Byrd at Century Financial for more information.

Gate access is also available via the keypad. Temporary gate codes are assigned. To request a new permanent gate code please contact  to request your new code.

  1. RVs and Camping

Our covenants state that you may use an RV or camper on your lot for up to 90 days during a calendar year. More detailed information can be found in the Declaration of Covenants. In addition to our covenants, Huerfano County has implemented new regulations for camping. These can be found on the county website.

  1. Annual Dues and Water Availability Fees

Questions regarding billing and payment of annual dues and water availability fees should be directed to Stacey Byrd at Century Financial.  ()

  1. Speed Limit

The ranch speed limit is 20 mph for all roads and trails. Given the amount of wildlife on the ranch throughout the year, and cattle during the summer months, it is important that you do not exceed the posted speed limit. This is not only for the animal’s safety but for yours as well. We appreciate your cooperation in this matter.

  1. Recreation Activities

There are several outdoor recreational activities available to TVW owners. We have 3 stocked ponds for fishing, hiking trails and off-road vehicle (ORV) trails. Hiking can be done on any of the common area but ORVs must stay on all trails and roads. (See #9)

  1. Architectural Review Committee (ARC)

Before any improvements are made, which include clearing your property for a driveway or home, all owners are required to contact the ARC (). Detailed architectural guidelines can be found on the Architectural Review Committee page

  1. Monthly Board Meetings and Annual Meeting

Association board meetings are held the second Tuesday of each month. Meetings are open to all property owners and are conducted virtually via Zoom. Dial-in phone numbers are also available.

The POA Annual Meeting is held every year on the first Saturday of August. This is an in-person meeting but is also available via Zoom for owners that are unable to attend in person.

  1. Committees

A tremendous amount of work goes into managing a property of this size. It would be impossible for us to expect the Board of Directors to be responsible for all of it. As a result, we have established several committees, staffed by owner volunteers, to address the key operational components of the ranch.  A complete list of the committees can be found on the website. We are always looking for new members so if you see a committee that might be of interest to you, please reach out to the committee chair and check it out.

  1. Snow Plowing

Snow plowing on the main roads is managed by the Roads Committee. Snowplow service is available for individual homeowners. If you are not a full-time resident, please call ahead if you are planning to visit the ranch during the winter months. 

  1. Firewise Community (More coming soon)

The TVW community is designated as a Firewise community with the Firewise/USA Program.  TVW Firewise/USA Wildfire

  1. Wildlife

As owners, we are very fortunate to have quite a diverse wildlife population on the ranch. It’s always a great sight every spring to see a Sow with her young cubs or a Doe with her fawns. With that said, it is important that you never approach these animals or any others. Information on living in their environment can be found at the bottom of the ranch information page on the website. Ranch Information

  1. Noxious weed control

Colorado state law requires all landowners to manage noxious weeds on their property. The POA is responsible for the common area  and roadside, but it is the responsibility of each property owner to manage noxious weeds on their individual lots. The licensed commercial spraying company used by the POA is also available for individuals. Please contact the Common Area Maintenance Committee for more information. ()

  1. Cattle Grazing

In order to maintain the agricultural status of TVW, the POA leases our ranch to local ranchers for cattle grazing every year. The cattle generally spend 4 months (June – September) on the ranch and have free reign of the entire property. Individual property owners are permitted to install cattle fence around their property if they wish to do so. Contact the Architectural Review Committee ().

  1. Car Decals

Car decals are available to put on your vehicle’s windshield. They are used to identify that you are an owner. Contact Angie Chiquette () for more information.

  1. Info on Website

The website is a great source of information about the ranch. As you have seen throughout this document, many links are provided to access more information on these topics. The majority of this information is open to the public. There are sections for legal documents, general ranch information, a photo gallery, a calendar of upcoming events, and two committee pages.

The Firewise page provides information on what it is like living in a wildland urban interface (WUI) and the ongoing activities involved in that.

The Common Area Maintenance Committee (CAMC) page describes the responsibilities of the committee. It also provides a schedule of CAMC meetings, which are open to all owners, noxious weed information and links to outdoor activity information, which provides links to a real-time weather station, a trail guide and general ranch maps.

In addition to the public pages, there are private pages for owners only. These pages require a user account to access and contain confidential information such as Board Meeting minutes, Annual Meeting minutes, financial statements and some legal documents.
